License you need to get to open fast food restaurant are :
1) A health certificate medical certificate for kitchen staff issued by BMC health department.
2) A shop and establishment certificate.
3) A water connection certificate.
4) A state excise and prohibition license.(if it's Bar)
5) NOC from society
6) Fire brigade certificate.

need what all necessary formalities require from society for opening a restaurants.
Pls also let me know if your clear with your queries in this article, i am also planning to open a resto very soon.
I do not know about any of these license formalities in Mumbai.
